Studies

Most projects and man-made activities can have an impact on the environment, both during their construction phase and during their operation phase, but some also at the end of their life cycle.

The assessment of environmental impacts, their evaluation, as well as the submission of suggestions for their mitigation, are objects of our work.

Depending on the type and size of the projects or man-made activities, and their potential impact on the environment, they are classified according to Greek legislation, into two basic categories (A and B) and for each one, the according Environmental Licensing process as defined by the legal framework, is followed.

Category A projects and activities are classified: a) to those likely to cause very significant environmental impacts, which constitute subcategory A1 and b) to those likely to cause significant environmental impacts which constitute subcategory A2. For category A projects and activities, the environmental licensing process includes the preparation of Environmental Impact Studies (EIA).

Depending on their location, e.g. if they are to be implemented in ecologically sensitive areas, additional studies to assess their effects on the natural environment, called Special Ecological Assessments (SEA), are required by Greek legislation.

As part of consulting services regarding compliance with environmental conditions of projects and activities under construction or licensed operation , we prepare Environmental Compliance Assessment Reports.

Είναι οι μελέτες που απαιτούνται στα πλαίσια περιβαλλοντικής αδειοδότησης έργων και δραστηριοτήτων κατηγορίας Α (τα οποία ενδέχεται να προκαλέσουν σημαντικές επιπτώσεις στο περιβάλλον), προκειμένου να επιβάλλονται ειδικοί όροι και περιορισμοί για την προστασία του περιβάλλοντος σχετικά µε το συγκεκριμένο έργο ή δραστηριότητα.

Το περιεχόμενο των μελετών αυτών ορίζεται στην υπ’ αριθμ. απόφαση 170225/ 2014 του Υπουργού Περιβάλλοντος, Ενέργειας και Κλιματικής Αλλαγής.

Οι μελέτες αυτές λαμβάνονται υπόψη για την έκδοση της Απόφασης Έγκρισης Περιβαλλοντικών Όρων (ΑΕΠΟ) από την αδειοδοτούσα αρχή του εκάστοτε έργου/ δραστηριότητας.

Για τα έργα/δραστηριότητες υποκατηγορίας Α1 η έγκριση των περιβαλλοντικών όρων γίνεται με απόφαση του Υπουργού Περιβάλλοντος, Ενέργειας και Κλιματικής Αλλαγής, η οποία αναρτάται στην ιστοσελίδα: https://aepo.ypeka.gr

Αρμόδια περιβαλλοντική αρχή για την περιβαλλοντική αδειοδότηση των έργων/ δραστηριοτήτων της υποκατηγορίας Α2 είναι η οικεία Αποκεντρωμένη Διοίκηση και η έγκριση των περιβαλλοντικών όρων γίνεται με απόφαση του Γενικού Γραμματεά της.

These are the studies required in the context of environmental licensing of category A projects and activities (which may cause significant environmental impacts), in order to impose special conditions and restrictions for the protection of the environment in relation to the specific project or activity.

The content of these studies is defined in Decision No. 170225/2014 of the Minister of Environment, Energy and Climate Change.

These studies are taken into account for the issuance of the Environmental Conditions Approval Decision (AEPO) by the licensing authority of each project/activity.

For projects/activities of subcategory A1, the approval of the environmental conditions is made by decision of the Minister of Environment, Energy and Climate Change, which is posted on the website: https://aepo.ypeka.gr

The competent environmental authority for the environmental licensing of projects/activities of subcategory A2 is the relevant Decentralized Administration and the approval of the environmental conditions is made by decision of its General Secretariat.

Ειδίκευση μας η εκπόνηση Ειδικών Οικολογικών Αξιολογήσεων. Είναι οι μελέτες που απαιτούνται στα πλαίσια περιβαλλοντικής αδειοδότησης έργων και δραστηριοτήτων που υλοποιούνται εντός περιοχών του Δικτύου Natura 2000 (άρθρο 6 της Οδηγίας 92/43/ΕΟΚ).

Θεσμοθετήθηκαν με το νόμο 4014/2011 και το περιεχόμενο τους ορίζεται στην υπ’ αριθμ. απόφαση 170225/ 2014 του Υπουργού Περιβάλλοντος, Ενέργειας και Κλιματικής Αλλαγής.

Λαμβάνουν υπόψη τους στόχους διατήρησης της προστατευόμενης περιοχής, και στα πλαίσια εκπόνησης της απαιτούνται γνώσεις ειδών χλωρίδας και πανίδας και τύπων οικοτόπων της εκάστοτε περιοχής προστασίας της βιοποικιλότητας.

Our specialization is the preparation of Special Ecological Assessments. These are the studies required in the context of environmental licensing of projects and activities implemented within areas of the Natura 2000 Network (article 6 of Directive 92/43/EEC).

They were established by law 4014/2011 and their content is defined in decision no. 170225/ 2014 of the Minister of Environment, Energy and Climate Change.

They take into account the conservation objectives of the protected area, and in the context of their preparation, knowledge of flora and fauna species and habitat types of each biodiversity protection area is required.

Οι εκθέσεις αυτές έχουν σκοπό την πραγματογνωμοσύνη τήρησης περιβαλλοντικών όρων έργων/ δραστηριοτήτων που έχουν ολοκληρωθεί ή είναι στη φάση υλοποίησης τους.

These reports aim to provide an expert assessment of compliance with environmental conditions of projects/activities that have been completed or are in their implementation phase.

Οι Προστατευόμενες Περιοχές είναι, σύμφωνα με τον ορισμό της IUCN (Διεθνής Ένωση για την Προστασία της Φύσης), χερσαίες ή και θαλάσσιες εκτάσεις αφιερωμένες στην προστασία και διατήρηση της βιολογικής ποικιλότητας και των φυσικών και συναφών πολιτιστικών πόρων, η οποίες υπόκεινται σε διαχείριση με νομικά μέσα ή άλλους αποτελεσματικούς τρόπους.

Όταν αναφερόμαστε σε αυτές στην Ελλάδα, εννοούμε σύμφωνα με το Νόμο υπ’ αριθμ. 4685/ 2020 (άρθρο 45), τις χαρακτηρισμένες περιοχές ως:

• Περιοχές προστασίας της βιοποικιλότητας
• Εθνικά Πάρκα
• Καταφύγια άγριας ζωής
• Προστατευόμενα τοπία και προστατευόμενοι φυσικοί σχηματισμοί

Οι μελέτες που πραγματοποιούνται με σκοπό τον προσδιορισμό και την παρακολούθηση των ιδιαίτερων ειδών και οικοτόπων που απαντώνται σε αυτές τις περιοχές, καθώς και τη διαχείριση τους, είναι αντικείμενα των εργασιών μας. Όπως και οι μελέτες φέρουσας ικανότητας επισκεπτών στις περιοχές αυτές.

Protected Areas are, according to the definition of the IUCN (International Union for Conservation of Nature), terrestrial or marine areas dedicated to the protection and conservation of biological diversity and natural and related cultural resources, which are subject to management by legal means or other effective means.

When we refer to them in Greece, we mean, according to Law No. 4685/2020 (article 45), the areas designated as:

• Biodiversity protection areas
• National Parks
• Wildlife sanctuaries
• Protected landscapes and protected natural formations

The studies carried out with the aim of identifying and monitoring the specific species and habitats found in these areas, as well as their management, are objects of our work. As are the studies of visitor carrying capacity in these areas.
